How the upper limit of crop water stress index is determined for under stress condition? No irrigation or irrigated?

Water stress is determined when you know the amount of RAW (Readily Available Water) which is found by subtracting the Wilting point from field capacity of a given type of soil. So the upper limit could be 20% of RAW.
