Agricultural land is defined as the land area that is either arable, under permanent crops, or under permanent pastures. Arable land includes land under temporary crops such as cereals, temporary meadows for mowing or for pasture, land under market or kitchen gardens, and land temporarily fallow.

Agricultural land is more of a legal position / documentary position. Thus, a plot that is designated for use for agriculture according to land records is ‘agricultural” land. Some parts of it / often large or all parts of it could be actually unsuitable for agricultural purpose.
Arable on the other hand refers to whether a plot of land is suited for agriculture / has adequate soil / can support various agricultural activities such as pouching / sowing, etc.
